Gagan Anand is an International Construction Lawyer with over 30 years of experience, admitted as a Solicitor of England & Wales and an Advocate in India. He specializes in Construction Law, Dispute Resolution, and Arbitration across sectors such as transport, energy, and urban infrastructure, serving as both Arbitrator and Senior Counsel in major matters.
He advises on ESG, Procurement, PPPs, and Regulatory Frameworks for World Bank and ADB projects across India, Asia, and Africa. As Chief Legal Advisor to the Punjab Infrastructure Development Board for a decade, he helped shape the State’s PPP framework.
A recipient of the National Law Day Award (2010) for leadership in corporate law and PPP development, Gagan leads Legacy Law Offices LLP—recognized by leading legal directories including Legal 500, AsiaLaw, and IFLR1000. Earlier, he advised global corporations such as Microsoft, Hyundai, Ericsson, and Raytheon on foreign investment and joint ventures in India.
